A native of Springfield, Missouri, Chuck graduated from Central High School. He served in the United States Navy during World War II, joined the U.S. Postal Service upon discharge and eventually served as a State Representative for District 137 for ten years. He was known for his hard work behind the scenes for his district.

After retiring from the House of Representatives,Chuck started working for the Veterans Commission where his major responsibility is the Veterans Cemetary.
